Composition of commission

The article contains an apparent contradiction. Firstly it says “The Council of the European Union then nominates the other members of the Commission in agreement with the nominated President” …but later states “candidates are chosen individually by the 27 national governments”.

It seems likely that governments nominate and these nominations pass through the Council as a formality.
